Different Wikis are structured in different ways. This Wiki has some naming and page location conventions to help keep things organized. There is an upper limit to the length of a page name.
Issues
Issues is a section where people can list issues that might be addressed. This really isn't an area for discussion, but an organizational structure. The Issues page is the top page for the issues list. Pages like Issues/Water get created to hold major topic areas. Pages like Issues/Water/Peripheral Canal are pages for specific issues. Once you are at a specific issue page you can edit the summary of the issue for non-partisan clarity and/or add a link to a solution page if you are proposing a solution to the issue.
Solutions
The following needs to be reworked, two parallel hierarchies won't work well.
Here is where you can propose solutions to issues. You can see other people solutions and comment on them, and people will comment on yours. These pages will be stored in your user space. If Thomas Jefferson was to propose a solution to the Issues/Water/Peripheral Canal page the solution would be named Solution/Water/Peripheral Canal/ThomasJefferson. A second or amended solution would be Solution/Water/Peripheral Canal/ThomasJefferson/2. Following the template for a solution you would link back to the page for the issue you are addressing.
Drafts
A draft can start as a single page. If another person's draft is still in a single page do not edit or comment directly on the draft. A draft that is ready to be discussed will have breakout pages.

The main page of a draft. It will either be plain text or a series of included sections. Each section should be linked to a discussion page for that section that includes the same section of text.

This is the summary discussion page. A [[Comments]] macro should be here.
Draft/Section
This is the content of a section. Author edited only.
Draft/Section/Talk
This is where people can comment on the section of the draft.
Draft/Signatures
If you want to support this draft you can add your username and only your username to the page to indicate your support.
